Biography

Ms. Powell joined Ireland Stapleton Pryor & Pascoe, PC in 2009 after graduating with highest honors from the College of William & Mary School of Law. Ms. Powell enjoys a diverse practice, participating in Ireland Stapleton's special districts, employment, child care/early education, and estate planning practice groups.

Ms. Powell primarily focuses her practice on special districts law, where she assists special districts with contract and intergovernmental agreement review and drafting, special district organization and authority formation, property inclusions and exclusions, and advice and assistance related to statutory compliance, elections, and employment law, among other issues.

In addition to her work with special districts, Ms. Powell assists employers and businesses with employment-related transactional matters, such as preparation of employee handbooks, employment agreements, and job descriptions, and in identifying and preventing areas of potential workplace disputes. In her child care/early education practice, Ms. Powell also assists child care centers with state licensing issues and compliance with local, state, and federal regulations.

LEGAL EXPERIENCE

  • Successfully obtained Internal Revenue Service recognition of 501(c)(3) tax-exempt status for two non-profit entities.
  • Assisted 501(c)(3) non-profit entities in developing Bylaws, Conflict of Interest Policies and other administrative documents expected by the Internal Revenue Service for well-governed tax exempt organizations.
  • Assisted in establishing a fire protection and emergency services authority and assisted in the transfer of assets and personnel to the authority.
  • Represented a municipality in the organization of a new fire protection district to serve the municipality.
